Two questions decided every ranking below: are the CPU cores actually dedicated, and where does the price land at renewal, not just on the signup screen. A provider had to run at least one data center on European soil, checked against each company's own location page rather than a CDN map. It also had to publish enough spec detail to show whether cores are guaranteed or shared. That distinction is the whole point of a VDS versus a standard VPS, so we weighted true dedicated-core products above shared-vCPU plans.
From there we ranked on resources per euro and on the entry-to-renewal multiplier we calculated for each host. Pricing came from official product pages read in July 2026. Renewal figures, where a provider hides them, came from checkout flows and recent user reports under six months old. Where a company sells both a shared VPS and a dedicated-core tier, we judged the dedicated tier and said so.
