FastComet will not refund a Cloud VPS. Not after seven days, not after one. Its cancellation terms say so in a single line: no refunds are available for Virtual Private Servers or Dedicated Servers. Verpex publishes the same rule in three words, "VPS services are non-refundable", while advertising a 30-day guarantee on shared hosting. Managed VPS is the one hosting category where the money-back badge on the homepage often does not apply to the thing you just bought.
Quick answer: Ultahost is the cheapest honest deal. 4 GB of RAM at USD 15.87/month flat on a two-year term, with a real 30-day refund. KnownHost holds one price too, USD 43.25/month for 4 cores and 6 GB, also refundable for 30 days. Think hardest about Liquid Web and HostArmada. Both charge more than four times their own unmanaged rate for the same hardware.

Most managed VPS guides compare the sign-up price. This one prices year two. That is when the bill for a 4 GB managed server ranges from USD 190.44 to USD 1,163.40 across the providers below. We also checked every refund policy against the provider's own terms page rather than its marketing page. The two disagree more often than you would like.
How We Selected These Providers
Twelve providers made the list, starting from the six that ranked for this topic previously and adding six more that sell a defined managed tier. The filter was narrow on purpose. A provider had to publish a renewal or regular price on its own site, not just a promotional rate. It also had to state in writing what its team takes responsibility for. Anything selling "managed" with no published regular price was left out.
This is a cost comparison, not a speed test. So the weighting went to three things. First, the gap between the intro rate and the regular rate. Second, the price of the management layer against the same provider's own unmanaged tier. Third, the refund window that applies to VPS specifically. Uptime claims were recorded but not scored, since every provider here claims between 99.9% and 99.9999% and none of them publishes third-party verification.
Sources were official pricing pages, official terms and knowledge-base pages for refund rules, and cPanel's own licence price list. Four sites (InMotion, Liquid Web, Ultahost, KnownHost) inject prices with JavaScript and return blank or stale figures to simple fetches. Those were read in a browser. We did not run load tests, and we could not confirm renewal pricing for Verpex's managed Linux tier, which publishes a first-month price only. That gap is flagged in the Verpex section rather than filled in with a guess.

Ultahost - Best for a managed price that does not move

USD 15.87. That is what Ultahost charges for 3 CPU cores, 4 GB of DDR5 memory and 75 GB of NVMe storage. NVMe is the fastest common class of SSD. It is also what the plan costs when it renews. The order page states the renewal in plain text next to the price: renews at USD 15.87/month for 2 years. Nobody else in this comparison does that at this price point.
Run that out over two years and the gap widens. FastComet's Cloud 2 plan carries the same 4 GB of RAM and renews at USD 76.95/month. Ultahost's regular rate is 4.8 times cheaper for the same memory. Over a second year that is USD 190.44 against USD 923.40. You are giving something up for it, though, and it is worth being precise about what. Ultahost includes Hestia and CyberPanel free but does not ship cPanel. If your workflow depends on WHM (Web Host Manager, the reseller-level side of cPanel), you are paying for a licence separately or switching panels.
So what does "managed" buy you here? OS patching, monitoring, automated backups, Monarx malware scanning and 24/7 support. It does not mean somebody tunes your application stack. For a single WordPress install or a small Laravel app, that is the right amount of help. For a 40-account reseller setup, it isn't.

Verdict: Buy Ultahost if your workload fits inside 6 GB of RAM and you can live without cPanel. If cPanel is non-negotiable, go to InMotion, which bundles the licence and still renews at USD 26.99 for 8 GB. If you need more than 6 GB with management, KnownHost is the next stop.

ScalaHosting - Best for skipping the cPanel licence entirely

A cPanel Solo licence costs USD 29.99/month at retail. ScalaHosting's entire entry-level managed server, 1 core, 2 GB of RAM and 30 GB of NVMe storage with SPanel and 24/7 support, costs USD 29.95. That is the whole pitch, and it holds up. SPanel is ScalaHosting's own panel and it is free on their servers. It handles the account, email, DNS and backup jobs most people open WHM for.
Then the renewal arrives. Build #1 goes from USD 29.95 to USD 54.95, and Build #2 (2 cores, 4 GB, 60 GB) climbs from USD 44.95 to USD 96.95. Compare ChemiCloud, which renews at USD 59.95 with 80 GB rather than 60 GB on the same 2 cores and 4 GB. ScalaHosting's regular rate is 62% higher for 20 GB less disk. The panel saving is real. It just gets swallowed by the renewal on the mid tiers.
Refund terms need reading too. The homepage says "anytime unconditional money-back guarantee". The knowledge base says full refunds run 30 days, for new clients only. After 30 days there is no prorated refund at all. Those are not the same promise.

Hostinger - Best value, but it is not managed

Hostinger does not sell a managed VPS, and the plans say so if you read past the AI assistant. Hostinger runs the hardware, the network and the hypervisor. Operating system patching and application security stay with you. Kodee, the built-in assistant, will explain a log file or draft a firewall command, which is real help, but help is not management. If something breaks at 3am, nobody is logging in for you.
Priced as what it is, it's the best deal in this article by a wide margin. KVM 1 gives you 4 GB of RAM, 50 GB of NVMe storage and 4 TB of transfer for USD 6.49/month. That is on a 24-month term, renewing at USD 11.99. KnownHost's cheapest managed plan is USD 43.25 for 6 GB. You are paying USD 31.26/month more for the management. That is a fair price for it, as long as you know that is what you are buying.
Panel choice is where Hostinger beats every managed host in this article. Hostinger will preinstall cPanel, CyberPanel, DirectAdmin, Plesk, CloudPanel, HestiaCP, Coolify or Dokploy, and you pay for the licence only if the panel charges one. Free weekly backups are included; daily backups are not.

Start with the part Verpex does not put on the pricing page. Its knowledge base states that VPS services are non-refundable, full stop. The same site advertises 30 days on shared and reseller plans, and 45 days on premium reseller. If you order a Verpex VPS and it does not suit you on day two, that is your money gone.
Which is a shame, because the servers are competitively specified. VPS-D4 ships 2 vCPUs, 4 GB of RAM and 80 GB of NVMe with unlimited traffic. That is USD 10/month on the 12-month intro, renewing at USD 19.99. Against HostArmada's unmanaged Flux plan, identical on cores, memory and disk at USD 11.52 renewal, Verpex costs 74% more in year two. The nine locations are what justify it. Dallas, New York, Toronto, Mexico City, London, Frankfurt, Mumbai, Singapore and Sydney is genuinely broad coverage, and Mexico City is rare.
Verpex splits managed and unmanaged into separate product lines. Managed starts at USD 23.40 for the first month, unmanaged at USD 12.00, so the management layer is running roughly 1.95x at entry. Verpex publishes a first-month price on the managed line and no renewal figure, so we cannot tell you what year two costs there. Ask before you order.

HostArmada sells one box under two names. The unmanaged Flux plan and the managed Web Voyager plan both ship 2 CPU cores, 4 GB of RAM and 80 GB of NVMe storage. Flux costs USD 11.52/month at the regular rate. Web Voyager costs USD 71.45. Same silicon, same price list, and 6.20x for the management layer. That works out at USD 59.93/month for somebody else patching your server.
Read that twice. It is the same machine.
That is the widest management premium here. Hold it next to Liquid Web's 4.24x on the same comparison, and Hostwinds' 1.37x. HostArmada is not a bad host. The managed plans include free cPanel, LiteSpeed, daily backups and root access, and nine locations across four continents is solid coverage. But the pricing structure asks you to notice something. You can buy identical hardware from the same company for a sixth of the money, if you can administer it.
Every managed tier renews at exactly double the intro rate, which at least makes the maths predictable. Web Shuttle goes USD 29.95 to USD 59.90, Web Voyager USD 35.73 to USD 71.45, Web Raider USD 46.73 to USD 93.45.

Bad news first, because it changes how you should shop. FastComet's cancellation policy states that no refunds are available for Virtual Private Servers or Dedicated Servers. Shared hosting keeps a 30-day guarantee. The VPS line has none, and that is the official terms page rather than a forum rumour. Buying a FastComet Cloud VPS is a one-way transaction.
What you get for it is a properly managed cPanel/WHM environment on 12 data centers. LiteSpeed, CloudLinux isolation, daily and weekly offsite backups and free migrations are included. FastComet also has the gentlest renewal curve of the premium managed hosts here at 1.43x, which is genuinely better than HostArmada's 2.0x or InMotion's 2.46x. Cloud 2 goes from USD 53.87 to USD 76.95, and every tier scales at the same 1.43 multiple.
The problem is where that curve starts. ChemiCloud sells the same 2 cores, 4 GB and 80 GB for USD 59.95 at renewal against FastComet's USD 76.95. That is 22% less for matching specs, with a 7-day refund rather than none. FastComet's entry point is also the highest of any provider here except Liquid Web and KnownHost.

InMotion Hosting's 25th-anniversary promotion cuts annual VPS plans by up to 70% and expires on September 1, 2026 at 12pm ET. That date comes from InMotion's own pricing page. So the entry rates below are dated, not permanent. That puts USD 10.99/month on a 4 vCPU server with 8 GB of RAM and 160 GB of NVMe storage. Transfer is 5 TB, and you get two dedicated IPs plus a cPanel licence. Launch Assist onboarding, which InMotion values at USD 199, comes with it.
Weigh that against a cPanel Solo licence, which cPanel's owner WebPros sells at USD 29.99/month retail. InMotion's entire server, management included, costs a third of the panel licence on its own during the promotion. Even at the renewal rate of USD 26.99, you are still under the standalone licence price.
Renewals are where InMotion gets less friendly, and they are steep. The 4 vCPU plan goes 2.46x, from USD 10.99 to USD 26.99. The 8 vCPU plan goes 3.17x, from USD 17.99 to USD 56.99.
